San Joaquin County Ombudsman Office San Joaquin’s Ombudsman regularly monitors long-term care facilities, mediates conflict between facilities and family /resident, and investigates complaints of abuse and neglect. Statewide Listing of Ombudsman Offices Department of Health Services Licensing and Certification Office Within ten days from receiving a nursing home abuse and or nursing home neglect complaint in San Joaquin County, the Department of Health Services Licensing and Certification office will conduct an investigation. In severe cases, investigations may be conducted in as little as 24 hours. Adult Protective Services The APS provides various services for seniors and vulnerable adults, including investigating complaints of abuse and neglect and providing emergency shelter.
